Prior to joining ACEEE, Rachel worked in Rocky Mountain Institute’s electricity and buildings practices, where she advised public utility commissions and utilities on power sector transformation and led multi-stakeholder collaborations on solar soft costs, customer DER adoption, post-storm system transformation, and rate design. Rachel was the project manager for the first eLab Summit. Before that, she served as a member of Opower’s regulatory team, leading California market development and providing strategy, sales training, and regulatory analysis in western states. Rachel has consulted for the National Park Service and the UC Berkeley Labor Center, and she interned at the California Public Utilities Commission.
