Melanie Holmer is water reuse leader for Brown and Caldwell, a full-service environmental engineering and construction firm. She also serves as deputy executive director for the California Urban Water Agencies, a non-profit organization of 11 major urban water agencies that, collectively, serve about two-thirds of California’s urban population.
